Under general direction of the Human Resources Manager, the Human Resources Benefits Specialist, organizes and performs day-to-day operations of the Agency’s group benefits programs including medical, dental, short/long term disability, life insurance, and others.


Human Resources Benefits Specialist organizes and coordinates al benefit programs and services and collaborates with others to ensure the effective integration and delivery of services on an Agency-wide basis. The incumbent is responsible for implementing and managing programs, policies and procedures consistent with the Agency's and department’s business goals and objectives. The incumbent is expected to provide sound professional consultation to Agency employees on benefit programs.

Essential Functions

  1. Coordinates daily benefits processing.
  2. Handles enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships.
  3. Collects experience data from available resources.
  4. Gathers employee data and oversees the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
  5. Implements and maintains group benefits databases and benefit records. Prepares regular benefits reports extracting data from the database.
  6. Develops and maintains online Benefits forms (e.g., benefits enrollment, HR status change form, HR action form, benefits conference, retirement quotations).
  7. Serves as another department contact for plan vendors and third-party administrators.
  8. Coordinates transfer of data to external contacts for services, premiums and plan administration.
  9. Investigates discrepancies and provides information in non-routine situations. Evaluates and revises internal processes to reduce costs and increase efficiency.
  10. Documents and maintains administrative procedures for assigned benefits processes.
  11. Ensures compliance with applicable government regulations.
  12. Ensures timeliness and accuracy of required filings.
  13. Assists in the management of the benefits plan renewal process.
  14. Develops communication tools to enhance understanding of the company’s benefits package.
  15. Designs and distributes materials for benefits orientations, open enrollment and summary plan descriptions.
  16. Creates and conducts presentations using audiovisual tools, including PowerPoint and videos

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Education, Training and Experience:

A typical way of obtaining the knowledge, skills, and abilities outlined above is a minimum of 5 years’ experience in human resources. Minimum of 3 years in benefits administration.  Bachelor’s degree preferred.

Licenses; Certificates; Special Requirements:

A valid California driver's license and the ability to maintain insurability under the Agency's vehicle insurance program may be required for certain assignments.

Applicant must have a valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance policy.
